If no author, use the name of the issuing or publishing department or organisation.
If the author is the same as the publisher (which it often is with group authors), omit the publisher.
When numerous layers of government are listed as the author, e.g. Administrative Review Council, Attorney-General's Department, use the most specific agency as the author. The names of parent agencies that are not present in the author element are included in the source element as the publisher with the parent body first. However, if this would cause confusion (e.g. you have two different departments with the same name) then include sufficient information to distinguish them.

When words that would normally be italicised are included in text which is already italicised, then use ordinary type (reverse italicisation). If a title includes a title then use standard type for the contained title.
If you retrieved the item in print, omit the URL.
If the report has a series identifier, include it in parentheses immediately after the title.
If it would be helpful to the reader, include information about the nature of the report in square brackets after the title.
